WHCC President and CEO

William D. (Bill) Hobson, Jr.

William D. (Bill) Hobson, Jr. serves as the President and Chief Executive Officer of the newly recognized state of the art medical operation which operates within a budget of approximately $26 million with a staff of 300 professionals. The WHCC inherits a stellar 30-plus year history serving a large urban community in South Los Angeles.

Prior to his appointment at WHCC, Mr. Hobson held senior management positions in the Health Resources and Services Administration (HRSA). He also served for a short time as Director of the Office of Special Programs where his responsibilities included the National Vaccine Injury Compensation Fund and national oversight of organ transplant. Mr. Hobson came to HRSA to serve as the Deputy Associate Administrator of the Bureau of Primary Health Care (BPHC) in the Health Resources and Services Administration, U.S. Department of Health and Human Services, and subsequently, served as Acting Director of the BPHC. Mr. Hobson held as an appointment in the Senior Executive Service as second ranking administrator of BPHC since June 2000.

Prior to his appointment as BPHC Deputy Director, Mr. Hobson spent six years at the University of Washington’s Human Services Policy Center. During this period, he administered the Child Health Initiative’s national demonstration project for the Robert Wood Johnson Foundation. Mr. Hobson recently conducted a study on racial discrimination in health care affecting Seattle’s African American population for the Seattle/King County Department of Public Health.

Mr. Hobson served as the Executive Director for the Central Seattle Community Health Centers in Seattle, Washington from 1977 through 1994. Prior to that, from 1970 to 1974, he served as a Commissioned Officer in the U.S. Public Health Service Commissioned Corps stationed at both the headquarters and Region X offices of the Bureau of Community Health services. Mr. Hobson also served as a Human Rights Commissioner for the appointment as a Clinical Associate Professor in the University of Washington’s School of Public Health and Community Medicine Department of Health Services. Mr. Hobson received a Masters of Science Degree in Environmental Health from the University of Cincinnati and a Bachelor’s Degree in biology from Earlham College.

WHCC Medical Director

Dr. Roderick Seamster

Dr. Roderick Seamster currently serves as the Medical Director of the Watts Healthcare Corporation (WHCC). The mission and vision is grounded in WHCC’s particular emphasis on comprehensive high quality health care of the underserved. As Medical Director, Dr. Seamster has direct clinical oversight of WHCC facilities and programs.

Prior this appointment, Dr. Seamster served in the capacity of Staff Physician, Chief Physician, Internal Medicine; Director, UHP Compton Clinic; and Associate Medical Director.

In 2003, Dr. Seamster was elected to the Lumetra's Board of Directors. He is currently Vice-Chairman of the Board; Chairman, Strategic Performance Alignment Committee, and Member, Bylaws Committee. He had previous appointments in 2004-2005 as Chairman, Auit Committee, and Chairman, Bylaws Committee. Lumetra is the Quality improvement Organization (QIO) for California that works in communities to promote health care quality. The core mission is to improve care, reduce medical errors, and save lives while ensuring that every Medicare dollar is wisely spent, and constantly improving the methods QIO's utilize to benefit patients across the country.

Dr. Seamster is a current member of the Community Clinic Association of Los Angeles County where he sits on the Clinical Advisor Committee; and the Community Health Council, Disparities in Healthcare Advisory Committee. These two organizations have a far reaching impact on improving the quality of care being delivered today and major influence on helping to positively affect the developments of key policy issues that are of import to the communities we serve.

In 1990, Dr. Seamster joined the U.S. Public Health Service (PHS) Commissioned Corps as a National Health Service Corps (NHSC) Scholar. He was stationed at the San Carlos Hospital in San Carlos, Arizona – home of the San Carlos Apache Indians. Upon his honorable discharge in 1992, Dr. Seamster had achieved rank of Lietenant Commander.

Dr. Seamster attended Harvard Medical School and Harvard School of Public Health and received his doctor of medicine and master of public health degrees, respectively. He did his residency in Internal Medicine at the University of California at Irvine. Of not, Dr Seamster attended Washington High School in Los Angeles.
