President and CEO

Roderick N. Seamster, M.D., M.P.H

On September 16 2016, Dr. Roderick Seamster was appointed President and Chief Executive Officer of the Watts Healthcare Corporation (WHCC), a large health center in South Los Angeles where he directs a staff of over 300 and manages an operating budget of approximately $36 million.    

Prior to this appointment, he held several positions within WHCC that included Chief Medical Officer from 2007 to 2016, Internal Medicine Department Chief, Internal Medicine Staff Physician, Director of the UHP Compton Healthcare Clinic and Associate Medical Director.

In 2003, Dr. Seamster was elected to the Lumetra’s Board of Directors where he served as Vice-Chair of the Board, Chair of the Strategic Performance Alignment Committee, and as a member of the Bylaws Committee.  He had previous appointments in 2004-2005 as Chair of the Audit Committee and the Bylaws Committee Chair. Lumetra is the Quality Improvement Organization (QIO) for California that works in communities to promote health care quality.  Its core mission is to improve care, reduce medical errors and save lives while ensuring that Medicare dollars are spent wisely, and constantly improving methods the QIO utilizes to benefit patients across the country.

Dr. Seamster is a current member of the Community Clinic Association of Los Angeles County where he sits on the Clinical Advisory Committee; the Community Health Council and the Disparities in Healthcare Advisory Committee.  These organizations have a far reaching impact on improving the quality of care being delivered today and major influence on helping to positively affect the development of key policy issues that are of import to the communities we serve.

In 1990, Dr. Seamster joined the U.S. Public Health Service (PHS) Commissioned Corps as a National Health Service Corps (NHSC) Scholar.  He was stationed at San Carlos Hospital in San Carlos, Arizona, home of the San Carlos Apache Indians. Upon his honorable discharge in 1992, Dr. Seamster achieved the rank of Lieutenant Commander.

A graduate of both Harvard Medical School and Harvard School of Public Health Dr. Seamster received his Doctor of Medicine and Master of Public Health degrees respectively and he completed his Internal Medicine residency at the University of California at Irvine.  Of note, Dr. Seamster attended Washington High School in South Los Angeles.

Chief Financial Officer

Carroll J. McNeely

Carroll J. McNeely, is the Chief Financial Officer of the Watts Healthcare Corporation.  He received his Bachelor of Science degree in Accounting with honors from the University of North Carolina-Charlotte and passed his Certified Public Accountant (CPA) exam in 1979.  He has also served as an Auditor for Pullen and Company, an Assistant Controller for Holmes Regional Medical Center of Florida, Chief Financial Officer for Robeson Health Care Corporation in Florida, Controller of Khaled Eye Hospital in Saudia Arabia and CFO for Witikar LTD in Saudi Arabia.  Mr. McNeely joined Watts Healthcare in 2003.

Medical Officer

Oliver Brooks, M.D.

Dr. Oliver Brooks has been with Watts Healthcare since 1989. He was appointed Medical Director on October 16, 2016, and previously served as associate medical director, chief of pediatrics and is the medical director for the Jordan and Locke School-based Wellness Centers. He is also chairman of the quality management committee. Dr. Brooks holds a degree in chemistry from Morehouse College and a medical degree from Howard University.

Vice President of Financial

Haregewoin (Hara) Yohannes, B.S.B.M., M.B.A.

Haregewoin (Hara) Yohannes, B.S.B.M., M.B.A., has served as the Vice President of Finance at Watts Healthcare Corporation since April 2003.  She previously served as Financial Analyst, Manager of Operational Analysis, Director of Finance & Analysis, Controller and Acting CFO.  She has worked at Charles Drew University of Medicine and internationally on the continents of Africa and Asia. Ms. Yohannes earned a Bachelor of Science degree in Business Management from Pepperdine University Malibu and a Master of Business Administration with emphasis in Finance from California State University, Long Beach, California.

Vice President of Administration

Dana Knoll, B.S.B.A., M.B.A

Dana Knoll, B.S.B.A., M.B.A., is the Vice President of Administration at the Watts Healthcare Corporation.  She received both her Bachelor of Science degree in Business Administration and her Master of Business Administration from the University of Redlands.  She also completed a Fellowship at Johns Hopkins University School of Public Health.  Ms. Knoll worked as Clinic Manager for Drew Health Foundation in northern California, as a Manager at UHP Healthcare in southern California, a Project Director at Children’s Hospital of Orange County and a Project Director at the Community Clinic Association of Los Angeles County. She joined Watts Healthcare in 2007.
